According to incomplete statistics, since joining the WTO, Shenzhen has encountered 77 trade frictions, and there have been cases in which companies have been chased and blocked by various frictions. According to the Shenzhen Customs data evaluation and analysis, the direct losses suffered by foreign technical trade measures in Shenzhen in 2009 were about 1.751 billion US dollars, and the new export cost was about 3.596 billion US dollars; about 54.9% of Shenzhen export enterprises were subject to foreign technical trade measures. The diversification of trade friction and the application of multiple trade frictions have exerted great impact on enterprises. However, enterprises often lack necessary understanding of various trade frictions, and the difficulty and cost of enterprises are very large. To this end, the WTO Affairs Center recommends that in addition to good trade security and industrial damage warning, the city should also strengthen research on major trading countries or regions, conduct trade relief and trade policy adjustment assistance system research, and formulate special regulations. Establish measures such as the Shenzhen Trade Adjustment Assistance Fund to explore the linkage mechanism for establishing trade remedy measures and trade adjustment assistance systems. At the same time, enterprises should be encouraged to actively respond to investigations into overseas trade remedy measures. The experts of the center suggested that Shenzhen, as a test field for China's reform and opening up, should take the lead in completing the transition from the participants of international trade rules to the role of promoters.
Deng Jilian said that since the establishment of the Shenzhen World Trade Organization Affairs Center, it has done a lot of work for Shenzhen enterprises to “go global” and expand their development, and has made outstanding contributions to Shenzhen's foreign trade exports. He hoped that the center would further improve its service work and take the service enterprises “going out” to solve the enterprise difficulties as the core task, helping the enterprises in Shenzhen to go further and become more stable.
